Public contracts, or public sector procurement, generally refers to contracts made between government and suppliers entrusted with providing goods, services, studies or the carrying out of work.
When the estimated contract value exceeds a certain amount, then the formal process laid down in the French public sector procurement code must be followed.
The process is a competitive one, usually in the form of an invitation to tender, and a committee of town councillors headed by the mayor selects companies.
A contract is then signed with the company that wins the award.
